New Development Project Software


For development review applications, rezonings, or land use amendments you can now apply online. This software will allow you to check your status, provide payment, receive comments and other updates. You can also utilize this software for public records requests and property research.



Please follow the step-by-step guidance below:





Step 1. Account Setup


How to create an account and choose registration type?

Companies or property owners who wish to register with us, please go to the new Development Project site and create an account then fill out all the required information online.

  • For developers, please chosse "Design Professional".
  • For owner-builders, please choose "Property Owner".
  • For citizens, please choose "Citizen".

Step 2. Application


How to apply for a development review/zoning/land use application?

To apply for development review applications, rezonings, or land use amendments, log in to your account and please click Services -> Development Projects -> Apply Online. Then fill out all the required information and upload documents.

Do I need to make payment at the time of the application?

No, you do not need to make the payment at the time of the application. Our staff will review your application and once your application is accepted, we will send you an email notifying you that the payment is due and that signs will need to be picked up at the Growth Management office and posted at the property.

Step 3. Status & Payment


Can I check status of my application?

Yes, you can check the status of your application through your online account. You can also upload additional documents if our staff requires any additional documents.

How to make online payment?

You will receive an email notification of payment due after your application is accepted.

Please log in to your account and make payment by credit card (3.5% service fee). The receipt will be generated instantly by the third-party payment processing company. Please make sure you download it and save it. For payment by cash or check, please call our office at 352-374-5249 or send via mail to the attention of Development Services, 10 SW 2nd Ave., 3rd floor, Gainesville, FL 32605.

What is the resubmittal process?

Resubmittal Instruction:

In order to resubmit, login to your Citizenserve account and follow these steps:

  • Click on “View my requests” in the upper left
  • Click on the permit number that is “under review”. Please note that the permit should have the “resubmittal required” status to proceed.
  • The next screen looks like the one below with “upload documents” in the upper left:


  • After you select “upload documents”, you will be able to select files. Once you click on select files, you will be able to upload a document. You can upload one at a time. Each upload prompts you to also provide a description (see below). This should be a general description such as “Civil Plans”, “HOA documents”, etc. DO NOT HIT SUBMIT. You can keep uploading files from “select files”. Once you have uploaded everything you want to, then you can hit submit. If you do Submit before you have everything uploaded, then you’ll just go back through the steps above (this is fine if it happens).


  • Once you’ve uploaded all the documents plans for the resubmittal, click “submit”. After you submit,  you will get acknowledgement that the documents have been uploaded. Your resubmitted documents will show up in your “Documents” tab. You can always go back and upload more information as well if needed.
  • Planning staff will review the resubmittal on scheduled development plan submittal dates. Staff will then make sure everything has been provided to start the review process and will provide an update via Citizenserve if the project has been accepted and if any review fees are due or if public notice signs need to be posted.
